Prop 50: $212 Million Raised by Proponents v. $78 Million by Opponents

Veteran Democratic redistricting expert Paul Mitchell and a group of partisan consultants are asking registered voters to pass Proposition 50 that would temporarily suspend the state’s independent, nonpartisan redistricting commission. Their goal as revealed above in District 1 for Congressman Doug LaMalfa, is to flip 5 Republican seats by diluting away conservative majorities with very liberal Democrat populations.
The California Secretary of State reported below that for the November 2025 Redistricting Special Election as of October 9, 2025, Prop 50 Democrat Proponents raised and mostly spent $134,107,157; while Republican Opponents have raise $78,489,554, but spent less than half of their cash.
State legislatures draw Congressional District maps in most states. But California voters passed an independent California Citizens Redistricting Commission initiative in 2010 that includes 14 members: 5 Democratic members, 5 Republican members, and 4 members who are not registered with either of those political parties.
The California Commission drew 52 Congressional Districts maps based on the 2020 U.S. Census, that have been used since the 2022 elections. Currently, California’s Congressional Delegation is composed of 45 Democrats and 9 Republicans.
The Commission after every 10-year Census, draws new Congressional District maps that must follow both federal and state laws. State law requires the Commission to avoid splitting up neighborhoods or local communities of interest to the extent possible; while prohibiting the Commission from considering political parties, current office holders, or people running for office when it draws the maps.
The latest polling from the very partisan Sacramento Bee, “found voters seemed to be more influenced by the “Yes” arguments than the “No” ones in the poll — they were 47% to 57% more likely to vote for the measure after hearing affirmative arguments, and only 37% to 44% less likely to vote for it after hearing the opposing side, according to pollsters.”
With the November ballots being just mailed out last week, non-partisan polling cautions that real campaign for political control of California’s future is probably a toss-up so far.
