The NCS movement is in process of forming the 51st State of the Union following the Constitutional process (see Article IV Section 3 of the U.S. Constitution), the only legal and Constitutional pathway to a new state.  Not since 1861 when West Virginia became a Union State have the circumstances been present to give rise to a new state.

Since creating the NCS movement and declaring Independence on January 15, 2018, 44 out of the 58 California Counties have been certified as active participating county committees and there has been 4 Constitutional Conventions.  NCS expects to grow to include all rural counties and portions of counties representing as many as 52 counties total. When New California State is formed it will be the 6th largest state in the United States and will have 25 to 26 congressional seats.
